As long as the large construction companies want large profits, then these large apartment complex will continue to be built, regardless of the increasingly decreasing population. Even if the citizens are purchasing apartments for real estate investments, there is a point where there are simply too many apartments for the number of people.
Eventually there will have to be changes to this profit seeking business.
