Some of the drivers here are...ummm...crazeee.
They drive through red lights, use cellphones and speed~up when they see someone crossing the street! They even do this to the little old ladies! LOL.
I am not lying.
I am not fluent but am very clear about signs here.
This sign means "target practice".
